                                                 28 July 1967

MEMORANDUM:

SUBJECT:             PROCEDURES TO FOLLOW IF LOCAL BOARD PICKETTED OR SIT-DOWN
                          STRIKE OCCURS ON LOCAL BOARD PREMISES

TO:                     ALL LOCAL BOARDS

          1.  In the event that any individual or individuals picket a
local board - 
                      a.   Notify the State Director immediately;    
                      b.   If the office is on Government property, notify
                            the General Services Administration Guard im-
                            mediately, and the local police force.
                      c.   If the office is on privately owned property,
                            notify the local police force immediately,
                      d.   Advise the Federal Bureau of Investigation of
                            the situation at once.

          2.   In the event that any individual or individuals engage in a
sit-down protest within the local board premises - 

                      a.   Notify the State Director immediately;
                      b.   If the office is on Government property, notify 
                            the General Services Administration Guard im-
                            mediately, and the local police force;
                      c.   If the office is on privately owned property, 
                            notify the local police immediately;
                      d.   Advise the Federal Bureau of Investigation at
                            once

          3.   Local board clerks shall make themselves familiar with the
provisions of this directive and it shall be posted in the local board
office in a place easily accessible for ready reference.

          4.   Local board clerks will be held responsible for obtaining
the telephone numbers of all persons or agencies it will be necessary to
inform if an incident occurs.  Additionally, the names and telephone
numbers shall be posted on a 4x6 file card which shall be taped to the
shelf which pulls out over the desk drawers so that these numbers are 
easily accessible to any individual who may be operating the local board
when such an incident occurs.
